  15. <p>   Meeting with overseas Chinese media reporters, Yang Rudai,
  16. member of the CPC Central Political Bureau and secretary of the
  17. Sichuan Provincial CPC Committee, said: During the process of
  18. China's all-directional openness, opening the southern gate,
  19. making southwest China an important point of openness toward
  20. Southeast Asia and South Asia, using alliances to promote
  21. openness and using openness to promote development have become
  22. a consensus and will become action. The two-way cooperation
  23. between Sichuan and the southwestern region and Southeast Asia
  24. will heat up very soon.

  27. Chieh Jih-Pao (World Daily) and Shang Pao (Business Daily) of
  28. the Philippines, Ao-Hua Shih-Pao (Australian Overseas Chinese
  29. Time) of Australia, Lianhe Zaobao of Singapore, Hsing-Hsien
  30. Jih-Pao (Thailand Daily) and Chung-Hua Jih-Pao (China Dialy) of
  31. Thailand, Yang Rudai disclosed to them the latest message about
  32. the conference on the alliance of the five provinces and two
  33. cities to go toward Southeast Asia, which ended late last month
  34. in Kunming.

  36. <p>   He said: The conference has reached a consensus and set
  37. objectives for allied openness, development, and going toward
  38. Southeast Asia. It also formulated unified policies. The crucial
  39. thing for the opening up of the south-western region is the
  40. alliance of the provinces and the regions, the core is policies,
  41. and the conditions are communications. Alliance has now become
  42. a consensus. The new all-directional policy of the central
  43. authorities offers a guarantee for alliance of the provinces and
  44. regions in the southwest. They are stepping up the improvement
  45. of their communications conditions, and the construction of a
  46. number of key communications projects for air and sea
  47. transportation, railroads and highways is being speeded up. The
  48. domestic and international situations are extremely conducive
  49. to the alliance of the southwestern provinces and regions to go
  50. toward Southeast Asia. And the time is ripe for the southwestern
  51. region to go toward Southeast Asia as an alliance, like it
  52. served as the southern Silk Road in the past.

  54. <p>   Yang Rudai maintained: Sichuan and Guizhou do not border on
  55. any other countries or the sea, but possess strong industrial,
  56. agricultural, scientific, and technological capabilities; while
  57. Yunnan does not border the sea but borders other countries, and
  58. Guangxi borders the sea and other countries. If they are
  59. mutually allied, supplement one another's advantages, share one
  60. another's interests, and shoulder common risks, their
  61. cooperation in opening up will be very promising. In recent
  62. years, Sichuan's import and export trade with Southeast Asian
  63. countries has gradually increased, and dozens of enterprises
  64. from Southeast Asian countries have come to invest in Sichuan.
  65. They have directly invested and cooperated in such industries
  66. as electronics, Chinese medicine, fodder, and textiles.

  68. <p>   At the invitation of the China Overseas Exchange Association
  69. and the Sichian Provincial Overseas Chinese Office, the
  70. reporters of the seven Chinese-language papers of the four
  71. Asia-Pacific regions ended their coverage in Sichian and Tibet
  72. and will leave Chengdu and head home via Beijing.
